Transport of Dangerous Goods Enforcement Training

The accredited Transport of Dangerous Goods (CDG) enforcement course was developed to ensure enforcement officers received the necessary training to enable them to enforce CDG regulations. When first developed it was recognised by the Health & Safety Executive (HSE) and Department for Transport (DfT) as the minimum requirement for officers who wished to be authorised to issue CDG prohibitions.
 
The course is a 5 day course (Monday to Friday inclusive), and has now been accredited by OneAward.  The course is designed to start from a nil knowledge level and no pre read is required. A maximum of 14 candidates per course is accomodated.
 
Monday – Wednesday are classroom based; start times to suit host force.
Thursday – practical roadside check where each candidate is required to carry out a minimum 3 checks on vehicles carrying dangerous goods.
Friday – classroom based, debrief on roadside checks and final exam.
 
Course objectives: by the end of the course each candidate will;
·                     have an understanding of the ADR agreement and UK CDG regulations, and in particular be able to interpret the information within the dangerous goods list
·                     be able to illustrate examples of full and partial exemptions from the regulations
·                     understand packaged goods threshold rules and be demonstrate how to apply them
·                     be able to differentiate between vehicle marking requirements for domestic, international and sea journeys
·                     be able to understand document requirements for drivers, crew members, vehicles and dangerous goods carried
·                     understand some of the specific requirements applicable to the carriage of explosive and radioactive materials
·                     be able to identify and assess risks to health and safety when dealing with this type of transport
·                     understand and be able to complete Police check and prohibition forms
·                     be able to identify breaches of the regulations and identify a course of action in line with nationally agreed guidance
 
Course requirements:
Classroom: tables and chairs are required for the candidates as they will be using handouts and ADR books throughout the course and will be completing paper-based exercises. The ADR books are provided for use on the course by Hazmat Training, with candidates usually working in pairs. The instructor will bring laptop and projector unless there is a projector already provided in the room.  A dry wipe board or flip chart would also be useful.  Each candidate would benefit from having a pen and paper/book to write notes to supplement the course handouts.
 
Roadside Check (Thursday) – each candidate will need to be wearing hi vis clothing and appropriate uniform in line with force policy. They will each need copies of the 10 500 dangerous goods check sheet.  (these would also be required for the Wednesday classroom session).
 
DGSAtech Ltd/Hazmat Training offer courses run by David Barrow supported where necessary by Chris Pursey.
 
David was a Police officer with Greater Manchester Police for over 30 years and was responsible for forming the CDG Practitioners Forum (CDG PF) and with others, developing the national enforcement policy with representatives from the DfT and HSE. He is a qualified DGSA, Radiation Protection Supervisor (RPS), holds an ADR Driver Training Certificate and has delivered the DGSA course and ADR/CDG enforcement courses to Police officers and DVSA (VOSA) here in the UK and also to enforcement agencies in Turkey, Malta, and Romania on behalf of the DfT as these countries joined the European Union.  He has also represented the UK at Dangerous Goods seminars in Latvia, Sweden and here in the UK where he organised the event. He has represented the Police at many industry seminars and training sessions across the UK.  He is an assessor for the National Dangerous Goods Training Consortium (NDGTC) and delivers bespoke ADR awareness and IMDG courses to industry, as well as representing numerous companies from across the UK in a DGSA capacity.
 
The course can either be run with formal One Award accreditation (costings shown below), or can be certified by a Hazmat Training/DGSAtech award certificate which would incur no additional costs.

All exams will be marked prior to the end of the course and the candidates advised of their results. For those who successfully complete the award, they are not authorised to issue prohibitions until their authority is signed by a force senior officer of ACPO rank. A draft authority will be provided if required.
 
Prohibition Training only: a one and a half day accredited prohibition course can be delivered if officers have already received adequate previous CDG training. The course would ideally incorporate a practical roadcheck element as well as classroom instruction. Please contact for further information.
 
Refresher/Awareness Courses: one day refresher and awareness courses can also be delivered to suit requirements.
